What can I expect when I arrive in Portugal?
Portugal is in a "State of Calamity". Whilst this may sound restrictive, measures are similar to what you might expect across the European continent, for example you should expect to wear a mask, maintain social distancing, and maintain high hygiene levels of hand-washing. Shops, bars, cafes etc are all open within restricted hours, and alcohol can only be sold until 8pm. Further easing is due to take place soon, and you should be able to enjoy much of the wonderful food and culture with only very minor adaptations.
One important rule is that to check into a hotel, restaurant (certain hours only), or guesthouse, you must now present an EU Digital Certificate or a negative COVID test result (PCR 72 hours; antigen 48 hours; rapid test before health official 24 hours; or a rapid test immediately on arrival in front of an employee). It is not confirmed if a CDC pass will be accepted so testing would be a requirement for US travelers.

Returning from Portugal to the USA:
You will need to get tested (PCR or Antigen) no more than 3 days before you travel by air into the United States (US) and show your negative result to the airline before you board your flight, or be prepared to show documentation of recovery (proof of a recent positive viral test and a letter from your healthcare provider or a public health official stating that you were cleared to travel).
